According to the recent publication
released by the Botanical Survey of
India (BSI), Tamil Nadu accounts
for the highest number flowering
plants in the country.
The publication titled Endemic
Vascular Plants of India also revealed that almost one of
every four species of flowering plants found in India are
endemic to the country.
Key Facts
Of the total 18,259 flowering plants reported in the
country, 4,303 (over 23%) are found only in India or they
are endemic to the country.
Of these, Tamil Nadu accounts for the highest number
of species with 410, followed by Kerala (357 species)
and Maharashtra (278 species).
In case of the geographical distribution of endemic
plants, Western Ghats tops the list with about 2,116
species, followed by the Eastern Himalayas with 466
species. These two regions are among the biodiversity
hot spots of the country.
At least 37 species of Black plum Syzyguim (Jamun),
274 species of orchids and 10 varieties of Musa
(banana) are found only in the country.
Four different varieties of roses, 2 herbs and 2 climbers
and 12 species of jasmines are exclusively found in
India.
There are 45 species of black pepper family, 19 species
of ginger and 13 different kinds of large cardamom
endemic to India.
There are also 40 species of bamboos (Bambusoideae)
endemic to India.
Some of the plants species are restricted to only certain
areas of the country like an insectivorous plant
Nepenthes khasiana which is only found in the Khasi
hills of Meghalaya.

Pakistan announces postponement of 19th SAARC
Summit in Islamabad

Pakistan has postponed the 19th
South Asian Association for
Regional Cooperation (SAARC)
Summit after India and four other
countries announced to boycott the
Summit.
The summit was schedule to be
held on November 9th and 10th, 2016 in Islamabad, capital
city of Pakistan.
Besides, it was also announced that new set of dates for
holding the summit at Islamabad will be announced soon
by Nepal, the Chair of SAARC.
Comment
Pakistan’s decision is a boost for India’s diplomatic efforts
to corner Pakistan over the terror attack at Ur. It also
comes a day after Pakistan suffered humiliating Indian
cross-border raids (surgical strikes) on terrorist launch
pads in Pakistan-occupied Kashmir (PoK).
Background
Earlier India and three other countries Afghanistan,
Bangladesh and Bhutan in a synchronized effort, had
informed the SAARC Secretariat that their leaders will not
attend the summit citing concerns over cross-border
terrorism in the region. Later, Sri Lanka also expressed its
unwillingness to attend the Summit. The move by the five
countries means the Summit cannot go ahead as the
SAARC charter mandates that all decisions of the regional
bloc must be made unanimously. The absence of even one
member-state leads to the automatic postponement or
cancellation of a Summit.
About the South Asian Association for Regional
Cooperation (SAARC)
SAARC is regional intergovernmental organization and
geopolitical union in South Asia. It promotes
development of economical and regional integration.
As of 2015, SAARC member countries compromise of
3% of the world’s area, 21% of the world’s population
and 9.12% of the global economy.
Member Countries: Bangladesh, Bhutan, India,
Maldives, Nepal, Pakistan, Sri Lanka and Afghanistan
(joined in 2007).
Nine observer states : Australia, China, European Union,
Japan, Iran, Mauritius, Myanmar, South Korea, and
United States.
Formation History: The idea for the SAARC was
proposed by Ziaur Rahman, the then President of
Bangladesh on May 2, 1980.
The seven founding countries had met for first time in
April 1981 and then for second time in 1985 creating
SAARC Charter.
The first SAARC summit was held in Dhaka
(Bangladesh) in December 1985. The SAARC Secretariat
was established in Kathmandu (Nepal) on 16 January
1987.

Sports Sector Gets the Infrastructure Status

The Union Finance Ministry has
decided that sports infrastructure
will be included under the
harmonised master list of
infrastructure sub-sectors.
Earlier, the Ministry of Youth
Affairs & Sports Affairs had moved
the proposal for inclusion of sports in the list to address
the issue of deficit of sports infrastructure in the country.
Key Facts
It will include sports stadia and infrastructure for
academies for training and research in sports and
sports-related activities in the infrastructure sub-
sectors.
With this, sports sector becomes eligible for obtaining
long term financial support from banks and other
financial institutions on same principle available to other
infrastructure projects.
It will also encourage private investment in a public
good which has socio-economic externalities in a
country with young population.
It will also bolster investment in sports infrastructure
sector which will contribute to the economy and help in
promotion of health and fitness of the people.
It will also provide opportunities for employment in the
new and existing sectors. Besides, investment from
private sector will widen the platform from where the
country can become a sporting power in future.

conference (INDOSAN) in New
Delhi ahead of second anniversary
of Swachh Bharat Mission.
PM Modi in his inaugural speech
highlighted need of behavioural
change to achieve the dream of Swachch Bharat and also
need to ensure a dirt free India like Mahatma Gandhi’s
Satyagraha which was instrumental for the end of
colonialism.
Cleanliness awards
The Prime Minister also gave away cleanliness awards to
Sindhudurg District (Maharashtra), Mandi district
(Himachal Pradesh), Pune, Chandigarh and Mysore
Municipal Corporations, Gangtok city (Sikkim), National
Cadet Corps (NCC), Surat railway station, PGIMER
Chandigarh, heritage site Rani ki vav in Gujarat and

OPEC agrees on modest oil production curbs

The Organisation of Petroleum
Exporting Countries (OPEC)
reached an agreement to cut oil
production for the first time since
2008 after an informal meeting in
Algiers, Algeria.
It was decided that OPEC would
reduce output to a range of 32.5 to 33.0 million barrels per
day (bpd) from its current output at 33.24 million bpd.
However, how much each country will or reduce its output
will be decided at the OPEC’s next formal meeting
scheduled in November 2016. In this meeting, special
invitation will be sent to Russia (non-OPEC member) to join
cuts in production.
Impact on India
India, being the 3rd largest importer of crude oil imports
85% of total oil and 95% of natural gas from OPEC
nations.
In recent time due to cheaper oil prices in international
market due to overproduction and non-coordination
among OPEC countries Indian economy had immensely
benefited.
However, this decision may result in spike in oil prices
which can have major implications for the India’s
current account deficit and overall economy in general.
In recent times, lower oil prices kept the Indian economy
on the shining path and managed to keep inflation under
control making it fastest growing economy in G20
countries.

The OPEC is an intergovernmental organization of 14
oil-exporting developing nations that coordinates and
unifies the petroleum policies of its member countries.
Established: 1960 in Baghdad, Iraq by the first five

Gabon (from Africa); Indonesia, Iran, Iraq, Saudi Arabia

EU ministers approve ratification of Paris climate
Agreement

The European Union (EU) ministers
have approved the ratification of
Paris Agreement (on Climate
Change). This decision brings the
Paris Agreement closer to entering
into force.
Once approved by the European
Parliament, the EU deposit its ratification instrument before
national ratification processes which are completed in each
member state. As of now, only 5 EU nations have ratified
the agreement at the national level.
Comment
The 28 EU member nations together account for close
to 12% of global greenhouse gas (GHG) emissions.
The addition of EU will take the cumulative emissions of
ratifying parties of the agreement well beyond the 55%
minimum required for the treaty to enter into force.
The Paris Agreement has been already crossed the first
condition of 55 countries ratifying the treaty to enable
its entry into force.
As of now, 61 countries, accounting for almost 48% of
global GHG emissions have ratified the deal.
India, which accounts for 4.1% of global GHG emission
also has agreed to ratify it on October 2, 2016.
Together with the EU, total global GHG emissions
covered by ratifying parties will make the treaty ready to
enter into force.

The Mauryan Period
(322 BC – 185 BC)
CHANDRAGUPTA MAURYA (322 – 297 BC):
With the help of Chanakya, known as Kautilya or
Vishnugupta, he overthrew the Nandas &
established the rule of the Maurya dynasty.
He belonged to Moora tribe as his mother was a
Moora
Chandragupta was called Sandrocottus by the Greek
scholars.
Seleucus Necater, one of the generals of Alexander
death, had succeeded in gaining control of most of the
Asia after death of Alexander. Chandragupta defeated
him in 305 BC and according to the treaty that followed
the battle, Chandragupta married Halena who was
daughter of Selucus and got the control of Hairat,
Kandhar and Kabul.
Built a vast empire, which included not only good
portions of Bihar and Bengal, but also western and
north western India and the Deccan.
The accounts were given by Megasthenes (A Greek
ambassador sent by Seleucus to the court of
Chandragupta Maurya) in his book Indica and from
the Arthashastra of Kautilya.
Chandragupta adopted Jainism and went to
Sravanabelagola (near Mysore) with Bhadrabahu,
where he died by slow starvation.
Vishakhadatta wrote a drama Mudrarakshasa
(describing Chandragupta’s enemy) & Debi
Chandraguptam in sixth century AD.
BINDUSARA (297 – 273 BC):
Chandragupta was succeeded by his son Bindusara
in 297 BC.
He was called as Amitraghat ( slayer of enemy) .
Greeks call him Amitocratus and Jain scriptures call
him as ‘Simhasena’ and Puranas call him as Madrsara.
According to Pliny,Bindusara received an embassy
from Egypt.
He is said to have conquered ‘the land between the
2 seas’, i.e., the Arabian Sea & Bay of Bengal.
Although ChandraGupta Maurya was a
Jain,Bindusara belonged to ‘Ajeevika’sect.
At the time of his death, almost the entire
subcontinent came under the Mauryan rule.
Greek Ambassador, Deimachos visited his court.
ASHOKA (269 – 232 BC)
Ashoka was appointed the Viceroy of Taxila and
Ujjain by his father, Bindusara. He was at Ujjain
when Bindusara, died. His formal coronation was
delayed for four years, suggesting a disputed
succession.
He usurped the throne against the wishes of
Bindusara and killed his 98 brothers but spared one
named as Tissa.
According to Smt. Romila Thapar,life of Ashoka can
be divided into 3 parts:
o KamAsoka (When he was involved in
indulgence and pleasure.)
o KandAsoka (When he was
uncommonly barbaric and ruthless
and he not only killed his 98 brothers
and 300 ladies of his harem (who
were burnt alive).Battle of Kalinga was
also fought.
o DhamAsoka(when he embraced
Buddhism and started following the
path of non-voilence.)
According to’ Rajatarangini’ authored by ‘Kalhana’,
Ashoka was a follower of lord Shiva and on the banks of
River Jhelum, he founded a new city of Srinagar.
Regarded as one of the greatest kings of all times, he
was the first ruler to maintain direct contact with people
through his inscription.
In his inscriptions following languages have been
used: Brahmi, Kharoshthi, Armaic and Greek. (James
Princep first deciphered the inscriptions).
Ashoka became the Buddhist under Upagupta.
Extent of Empire
His empire covered the whole territory from
Hindukush to Bengal & extended over Afghanistan,
Baluchistan & whole of India with the exception of a
small area in the farthest south. Kashmir and
Valleys of Nepal were also included.
The Kalinga War History : (261 BC, mentioned in XIII
rock edict) changed his attitude towards life and he
became a Buddhist after that.
Aspects of Ashoks’s Reign
Ashoka’s empire was divided into provinces with a
viceroy in each province. He established
Dhramshalas, hospitals and Sarais throughout his
kingdom.
He appointed Dharma Mahapatras to propagate
dharma among various social groups including
women.
He organized a network of missionaries to preach
the doctrine both in his kingdom and beyond. He
sent them to Ceylon, Burma (sent his son Mahindra
& daughter Sanghamitra to Ceylon) and other south-
east Asian regions, notably Thailand.
Ashoka is called ‘Buddhashakya & Ashok’ in Maski
edict and ‘Dharmasoka’ in Sarnath inscription.
He was also known as ‘Devanampiya’- beloved of
the gods, and ‘Piyadassi’- of pleasing appearance.
SIGNIFICANCE OF MAURYAN RULE:
The emblem of the Indian Republic has been
adopted from the 4 – lion capital of the Ashokan
pillar at Sarnath.
Gurukuls & Buddhist monasteries developed with
royal patronage.
Universities of Taxila & Banaras are the gifts of this
era.
Kautilya’s Arthashastra, Bhadrabahu’s Kalpa Sutra,
Buddhist texts like the Katha Vatthu & Jain texts
such as Bhagwati Sutra, Acharanga Sutra and
Dasavakalik comprise some of the important
literature of this era.
FALL OF MAURYAN EMPIRE:
Ashoka’s patronage of Buddhism and his anti-
sacrificial attitude is said to have affected the
income of the Brahmins. So they developed
antipathy against Ashoka.
Revenue from agrarian areas was not sufficient to
maintain such a vast empire as booty from war was
negligible.
Successors of Ashoka were too weak to keep
together such a large centralized empire.
Important coins of Mauryan period were:
Pana is most common silver.
Mashak is copper coin where as Suvarna was gold
coin.
Kakini was a smaller unit of copper coin.
BRIHADRATHA
The last Mauryan king Brihadratha was killed by
Pushyamitra Shunga (Commander in Chief) in 185 BC,
who started the Shunga dynasty in Magadha.
Post Mauryans
THE SUNGA DYNASTY: (185 BC – 73 BC)
Pushyamitra founded this dynasty. His dominions
extended to South as far as the Narmada River &
included cities of Pataliputra, Ayodhya & Vidisha
(capital).
He performed two Ashwamedha sacrifices.
He also defeated the Bactrian king, Dematrius.
The fifth king was Bhagabhadra, to whose court
Heliodoros, the Greek ambassador visited.
A Shunga king, Agnimitra was the hero of Kalidasa’s
Malavikagnimitram.
They were basically Brahmins.
This period saw the revival of Bhagvatism.
Patanjali’s classic Mahabhashya was written at this
time.
THE KANVA DYNASTY: (73 BC – 28 BC; CAPITAL -
PATLIPUTRA)
The founder of this short-lived dynasty was
Vasudeva, who killed the last Sunga king, Devabhuti.
They were swept away by Satavahanas of the
Deccan.
THE CHETIS OF KALINGA
The Hathigumpha inscription (near Bhubhaneshwar,
Orissa) of Kharavela, the third ruler of the dynasty,
gives information about the Chetis.
Kharavela pushed his kingdom beyond the Godavari
in the South.
He was a follower of Jainism and patronized it to a
great extent.
THE SATAVAHANAS OR THE ANDHRAS: (60 BC – 225
AD)
They were the successors of the Mauryans in the
Deccan & the central India.
Simuka is regarded as the founder of this dynasty.
The most important king was Gautamiputra
Satakarni (AD 106 – 130) who raised the power and
prestige of Satavahanas to greater heights. He set
up his capital at Paithan on the Godavari in
Aurangabad distt.
Important aspects of Satavahanas :
Mostly issued lead coins (apart from copper and
bronze).
Acted as a bridge between North and South India.
Satavahanas rulers called themselves Brahmans.
Performed Vedic rituals and worshipped gods like
Krishna, Vasudeva and others. However, they also
promoted Buddhism by granting land to the monks.
The two common religious constructions were the
Buddhist temple that was called ‘Chaitya’ & the
monasteries, which was called ‘Vihara’. The most
famous Chaitya is that of Karle in W. Deccan.
Started the practice of granting tax free villages to
brahmanas & Buddhist monks.
The official language was Prakrit & the script was
Brahmi, as in Ashokan times. One Prakrit text called
Gathasattasai is attributed to a Satavahana king
called Hala.
Sangam Age
(1 AD – 3 AD)
PANDYAS:
Their capital was Madurai.
First mentioned by Megasthenes, who says that
their kingdom was famous for pearls and was ruled
by a woman.
The Pandya kings profited from trade with the
Roman Empire and sent embassies to the Roman
emperor Augus.
CHOLAS:
The kingdom was called Cholamandalam or
Coromondal. The chief centre was Uraiyur, a place
famous for cotton trade. Capital was
Kaveripattanam/Puhar.
A Chola king named Elara conquered SriLanka &
ruled it over for 50 years.
Karikala was their famous king.
Main source of wealth was trade in cotton cloth.
They also maintained an efficient navy.
CHERAS:
Their capital was Vanji (also called Kerala country).
It owed its importance to trade with the Romans.
The Romans set up two regiments there to protect
their interests.
Fought against the Cholas about 150 AD.
Greatest king was Senguttuvan, the Red Chera.
MISCELLANEOUS
All the gathered information is based on Sangam
literature. Sangam was a college or assembly of
Tamil poets held probably under Royal Patronage
(esp. Pandyas)
Sangam age corresponds to the post-Maurya and
the pre-Gupta period.
Three Sangamas were held:
The first Sangam was held at Madurai but its
work has not survived. Its chairman was
Agastya.
The second Sangam was held at Kapatpuram.
Its chairman was Tolkappiyar (author of
Tolkappium).
The third Sangam was held at Madurai. Its
chairman was Nakkirar. It was the third Sangam
from which covers the entire corpus of Sangam
literature.
Silappadikaram by llano Adigal (story of a married
couple) and Manimekalai by Sattanar are the
famous epics of this time.
Other books are Tolkappium by Tolkappiyar,
Jivikachintamani by Tirutakkdewar and Kural (called
the ‘fifth veda’ or ‘the Bible of the Tamil Land’) by
Tiruvalluvar.
The chief local god was Murugan, who was also
called Subramaniya.
‘Pariyars’ – agricultural laborers who used to work
in animal skin.
Civil and military offices held by vellalas (rich
peasants).
The ruling class was called “Arasar”.
Captains of the army were given the title ENADI in
formal functions.

Welfare had sought a detailed report
from the State Government on scrub
typhus.
ii.Scrub Typhus is an acute illness caused by
a bacterium Orintia tsutsugamushi, which
is transmitted by the bite of an infected
mite larva present in the soil having
scrub vegetation.
3. IGI BECOMES ASIA-PACIFIC’S FIRST CARBON
NEUTRAL AIRPORT
i. The Indira Gandhi International Airport
has become Asia-Pacific’s only airport to
achieve a carbon neutral status.
ii. The Airport Carbon Accreditation
certificated has upgraded the IGI
airport’s status to “Level 3+, Neutrality,”
the highest level for airports across the
world.
iii.The airport boasts green buildings,
rainwater harvesting system, solar power
plants etc., which have helped it reduce
and offset its carbon emissions.
4. FOUR SAARC MEMBER COUNTRIES
INCLUDING INDIA DECIDED TO BOYCOTT
THE SUMMIT IN ISLAMABAD
i. Four SAARC member countries India,
Afghanistan, Bangladesh and Bhutan,
decided to boycott the 19th SAARC
Summit to be hosted by Pakistan.
ii. The summit is scheduled to be held in
Islamabad from 9 to 10 November 2016.
iii.India was the first nation to boycott the
summit.
iv. The South Asian Association for Regional
Cooperation is regional
intergovernmental organization and
geopolitical union in South Asia.
5. INDIA RANKS 39TH IN 2016-17 GLOBAL
COMPETITIVENESS INDEX
i. India has been ranked 39th among the
138 countries in the 2016-17 Global
Competitiveness Index.
ii. The index was topped by Switzerland
followed by Singapore , United States ,
Netherlands and Germany .

1. DEFENCE ACQUISITION COUNCIL CLEARS
PROPOSALS WORTH RS 1,900 CRORE
i. The Defence Acquisition Council has
cleared proposals worth 1,900 crore
rupees under ‘Buy India’ by Indian
contractors.
ii. Defence Acquisition Council is an apex
body of Union Defence Ministry for
clearing defence procurement proposals
forwarded by the Indian Army, Navy and
Air Force.
2. INDIAN ARMY CARRIES OUT SURGICAL
STRIKES ON TERROR LAUNCH PADS ACROSS
LOC
i.Indian Army has successfully conducted
surgical strikes on terror launch pads
across the Line of Control in Pakistan-
Occupied Kashmir .
ii. The surgical strikes were India’s first
direct military response to attack on Uri
army base by Pakistan-based militants
that had killed 18 Indian soldiers.
iii. The motive of the operation was to hit out
at the terrorists who were planning to
infiltrate into the Indian territory.
iv.Surgical strike is a military attack which is
intended to only damage to the intended
legitimate military target and no or
minimal collateral damage to surrounding
structures, general public infrastructure,
vehicles, buildings and utilities.
3. TIRUPATI AIRPORT AWARDED BEST TOURIST
FRIENDLY AIRPORT
i. Airports Authority of India’s Tirupati
Airport was awarded the Best Tourist
Friendly Airport.
ii.It was declared best under the category for
State Annual Excellence Awards for the
year 2015-16 by Andhra Pradesh Tourism.
iii.The award was presented on the eve of
World Tourism Day by the Chief Minister
of Andhra Pradesh Nara Chandra Babu
Naidu at Bhawani Islands, Vijayawada.

take Chabahar agreement further.
ii.It is located on the Makran coast, Chabahar
in southeastern Iran.
6. PROJECT SAKSHAM LAUNCHED
i.Project Saksham, a new indirect tax
network of the Central Board of Excise
and Customs has been approved by the
Cabinet Committee on Economic Affairs .
ii.The total cost of the project is estimated to
be Rs 2256 crore, which will be incurred
over a period of seven years.
iii.Under the project the CBEC’s existing IT
systems will be integrated with the GST
Network.
iv.This is required for processing of
registration, payment and returns data
sent by GSTN systems to CBEC, as well as
act as a front-end for other modules such
as audit, appeals, investigation.
v.It will also help in implementation of GST
extension of the Indian Customs Single
Window Interface for Facilitating Trade
and other taxpayer-friendly initiatives
under Digital India and ease of doing
business.
7. WORLD HEART DAY OBSEREVED ON 29
SEPTEMBER
i. World Heart Day is being observed
